Recently, there has been a significant increase in involvement in curriculum of shaping the third sector organizations and business in the Israeli educational system.Some external organizations to the educational system are social initiatives that stem from a wide range of motives: classic philanthropy in Israel and abroad, and as equal means of social responsibility of businesses, whose leaders bring about the rise of funds that activate services and organizations whose objectives are to take part in the educational processes (Bat Chen, Rinat, and Eitan 2008.

  Until today there has been no research conducted regarding the impact of these outside organizations on the education system on primary schools specifically from the point of view of designers of educational policy, managers in the primary school system, managers of outside organizations, parents and pupils. This research will examine the following aims: 1. analyzing the gap between the governmental policy and its implementation in schools; 2. the examination of educational results and the satisfaction.

  The research method is qualitative. The analysis process will be performed by the constructivist interpretative qualitative methodology focused on interpretative detainees. The data are expected to be collected from personal interviews from five stakeholders: 10 Supervisors, 10 Managers, 10 external programs guides, 10 parents, 10 students. This research will help to fully understand the weight and significance of the above stakeholders’ views and attitudes toward external programs
