The Council for Higher Education (CHE) Quality Assessment and Assurance Division examines, on an annual basis and in accordance with the Division's five-year plan, several fields that are assessed externally by an international committee of experts.

As of 2016, fifty-four study fields in more than 300 departments have been assessed by the Division's committees.

Assessment of the selected fields is relevant to programs with permanent accreditation, and recently also for the Colleges of Education.

The assessment process begins with a “self-assessment report" of the institution that is compiled by the department and the institution. The report is written in English in accordance with the Division's guidelines and includes comprehensive and highly detailed information about the institution, the department and the study program.

After recruiting an international committee that, on average, is comprised of 6 members, leading experts in the assessed field, visits are conducted in every institution.

As part of the visit, the committee and the committee coordinator meet with the institution's senior management, heads of the program, faculty, students and graduates, and also tour the institution.

Following the visits, the committee compiles a comprehensive report addressing points for improvement and points to be maintained in the assessed programs, including recommendations for implementation. In addition, a general report is written that addresses the field nationwide.

The committee's reports are presented to CHE sub-committees and to the CHE plenum.  Council members discuss the committee's reports and recommendations in-depth, and vote to adopt the committee's recommendations.

Implementation of the decisions is monitored over time by the Division and by an external reviewer (usually the chairperson of the international committee).
